To continue dictating after it turns itself off, click on "Start listening" to pick up from where you left off.

The first has to do with your device's microphone. Check it to ensure that it is properly connected to your device and is working properly. Check if you can hear the recording of your voice using the inbuilt voice recording app on your device.
The second reason why your device fails to use this application is that most, but not all browsers support the web speech API. Visit this MDN webpage and scroll to the bottom of the page to "Browser compatibility" then check the list to see if your browser is supported.

Why does the application stop listening after a while?
After you click on "Start listening" the application is ready and it will transcribe your speech to text, but after you stop speaking for a few seconds it assumes that you are done talking and will turn itself off.
This is a security feature that prevents malicious actors from listening in on your conversation.
